This is only slightly closer to a real-world implementation than a patent for asteroid mining, never mind commercial viability.
Mind you, I don't consider that a bad thing; this is pretty dystopian, but still.

Reduction to practice is absolutely a requirement of patent law in the US.
Perhaps the standard for "reduction to practice [0]" is a little looser than I'm imagining. I can't even see how this would be covered by sufficiency of disclosure[1] since the apparent non-existence of level 4 or 5 autonomy suggests that no person skilled in the art[2] yet exists.
If it isn't obvious at this juncture: IANAL.

> Reduction to practice may be an actual reduction or a constructive reduction to practice which occurs when a patent application on the claimed invention is filed. The filing of a patent application serves as conception and constructive reduction to practice of the subject matter described in the application. Thus the inventor need not provide evidence of either conception or actual reduction to practice when relying on the content of the patent application.
I think we actually have a better idea of how to mine an asteroid.
I think the better solution would be to say "you registered the patent, you get credit for the idea, but whoever makes it first gets the legal rights to sell it" - then people get credit for idea creation and also for making it a reality. I'd ideally add that they have to publicly disclose the info as well but idk how that would affect R&D
But you probably do care that your self-repossessed car is now impounded for driving dangerously slowly on public roads.
But then again, I'm sure you can increase the speed to the average careful elderly driver.
Not if you want to have a quiet chat with the person who's been missing their payments..
