"Big tech" and consumers already pay for the bandwidth they use - I'm not aware of any ISP giving it away for free. Otherwise their business relationship with ISPs is entirely voluntary. So I if they're legislatively compelled to contribute to network infrastructure, that means they'll partially own it?
