AFAICT the current owner of the patent for the memristor, HP, are just not too interested in developing it. I don't know the reasons; they can be anything from an apathy towards a technology which is not bringing a product quickly, to a plan to shelve it because else it would somehow cannibalize some of their other important products / technologies.
