If the former, I think there needs to be some extra clarification. And if the latter, honestly, I find posts like this far more worrying from a societal standpoint than anything the accused has done.
One person does not represent an entire ethnicity or nationality. I am not aware of any literal epidemic of this sort of behavior happening, either. Strange people exist of all nationalities and ethnicities. As a Palestinian-American, if I posted similar things every time someone tried to silence dissent, it would be a full-time job.
On the other hand, I do see an alarming normalization of singling out China and Chinese people, treating them as if they are some hivemind. I find it very disturbing. There are real-world impacts of this sort of behavior, too.
When I was living in abroad during the initial peak of the pandemic, the irrational fear of all Chinese people led to incidents like the police coming to my house to question me about the whereabouts of my Chinese roommate, despite him having not left the country in multiple years. During that same period, people in the supermarket bullied one of my good Chinese friends out of the building, telling him they were afraid of catching COVID.
