Yes, certainly if it was done with a conventional submarine. But it's not impossible that Ukraine found a way to do it independently with a UUV/etc.

Could be submarine but why not divers?

Certainly a possibility. One advantage of using a submarine is you're less likely to be caught red handed, but that doesn't prove it was done with a submarine.
