What about.... building a massive new City somewhere?

A new City for the Wealthy, with modern infrastructure.

Another new City that is designed for Manufacturing, with new housing and infrastructure based on those needs.

It is called a suburb. You can plan whatever you want, and people might or might not come. But if it isn't next to an existing city nobody will come.

Closed cities, like those in Russia/Soviet union are exception. Either people were forced to come or the incentives were too high to refuse.
