I'm not sure why this question is down voted. I am genuinely curious as to whether this service is of any use to malware victims who have made crypto payments.
Yes, it should be some use. Of course, it might only show that your money went into some compliance black hole like Binance.
More generally, these tools are possible so they are going to exist and people are better off knowing that they exist than not knowing and thinking that crypto is untraceable.
