Is there a reason Phoenix (and Arizona in general) doesn’t use road/tarmac coatings to reflect the daytime heat?

There are some studies/pilot programs around the idea:

White cars, white roofs, white pavements should be mandated in hot areas.

mandated means more government which is more energy spent, i fear.

white roofs are definitely a thing here, and lots of white cars, and like the other post noted they're researching white pavements.

i never understand the people who buy black cars in this UV and just heat climate.

Mandated also means various degrees of ruining the lives of people who won't get in line which seems pretty drastic over something as petty as paint though.
