Earning a pay check or other source of income is absolutely has a causitive relation in being able to pay one's bills to the majority of adults if we're going to be pedantic. Certainly not in all cases, but in most cases, much like healthcare (you can get Obamacare without a job)

Any relation between ability to pay one’s bills and receiving healthcare is also not much of a thing in most of the developed world.

It keeps asses in seats at crucial moments.

Or at least, it used to.

Note that I don't agree with this, just observation.

It is functionally for anyone living hand to mouth.
