Maybe a bit morbid, but how about a variable tax rate, 1% for every shooting victim in the US in the last year.

That would put an incentive on protecting the public from gun violence.

Maybe it's a socioeconomic issue like most issues? There are plenty of countries with similar gun laws, guns prices and magnitudes less issues.
