At first I thought the fine sounded excessive but after thinking about it, it seems far too low. I'd like to know the the people that were specifically responsible for this scam.

There are a lot of details I don't see about this, even in the order itself. How did the FTC know twitter was abusing this data? Was there a whistleblower who notified them, or did they break down the doors and start scanning twitter's internal documents? Were they authorized to dig into twitters internal processes as part of the initial security investigation?
