Seems like a lot of the cheapest ways to do this might introduce significant latency though.

They are using analog signal processing equipment, the latency is probably less than a ms.

This isn't the cheap way. Cheap way is converting it to digital and re-outputting it in 4 separate hdmi/vga displays.
