Volume-wise, yes. But also most of the volume handled by USPS is bulk mailers that nobody wants to receive in the first place.

The California magazines...good paper, sure they're marketed to women, but get this no rapey cookie "consent" contract, like those are just disgusting I hate getting asked for consent it means I'm about to get fucked. So that's why I liked those magazines, yeah they were trying to distort your sense of a good price by showing prices inflated by two orders of magnitude but at least they didn't target accurately.
