As much as I'd like to like this I don't think this will be effective. My undestanding is that 1) this seems easy enough to fingerprint and filter out 2) routing that kind of traffic at BGP will yield no strain on russia's networks or servers 3) it still has to pass through your ISP so it does put a strain on your (country) network 4) your ISP will see that traffic and might mark you as "infected" and act accordingly.
