In Germany it's definitively illegal. The president of the Federal Office for Information Security https://en.m.wikipedia.org/wiki/Arne_Sch%C3%B6nbohm addressed that in their most current newsletter as a crime.
Also: there is a high risk of counter attacks or escalation.
Brazilian example: a few months ago, truckers (who are mostly in favor of our proto-fascist president Bolsonaro) blocked highways country-wide, while threatening (physically!) others to join or people who tried to pass through their blocks, and got no big response from police. The joke at the time was that the best way to get police to act was call them saying that schoolteachers were conducting a peaceful protest and wait a few minutes for them to come with full force, SWAT-style.
An unarmed, native blockade over a pipeline being rammed through their territory gets an over-the-top response, from heavily militarized federal police.
It's weird how comfortable people are blaming the nation and people of Russia, as if they have a choice in their leadership. It's also weird how high the overlap is between people who champion this anti-Russia rhetoric and simultaneously view equivalent criticisms of China as xenophobic.
FWIW, I hold the same line of reasoning with China: Blame Xi, not the humans subjugated by him.
And little to indicate that opposition to Putin has larger popularity.
For me "fuck Russia" is OK, though I would be strongly opposed to "fuck Russians".
However, I agree the author should have picked a better domain name.
Rail is just one example, but I am certain that there are many such systems in Russia and Belarus that are online and can provide intelligence or interference.
Even something like a hospital patient registration system near the front that counts the number of Russia soldiers is useful - as it's something Russia is trying to hide.
