It can also happen for other causes which some may perceive worthwhile.

Assume anti-corruption protests against a deeply corrupted state, doxxing in that case will cause huge problems for vulnerable people (getting fired, getting harassed by the state).

Assume right now protests against government in Russia, Iran or China, there doxxing can actually get people imprisoned/killed.
