The phrase "What did [a person] mean by this?" seems easy to reinvent. Are you suggesting this post is trolling us or ... ? I'm having trouble guessing your meaning.
I'm not. I never heard of the meme. I'm curious as to why Andreessen sees something obvious and I don't. I want to know what I'm missing.
It's also a regular sentence one might type out when asking what $someone means by $something without ever having visited that site.
The meme is used either comedically (look at this funny/confusing thing this person said) or provocatively (look at this dumb/controversial thing this person said), but never simply as a sincere request for clarification. The submitter is asking a sincere question.
