The Midwest makes some sense for building fabs. The two largest inputs are power and water - and the midwest has plenty of both. There's a small but thriving fab community in Minneapolis.
Hilariously, there isn't much in the way of fabs left in Silicon Valley. Those aren't suitable for any production. The last high volume fab to close was the Linear Technologies fab out in Milpitas.
There's a Raytheon fab in Lompoc CA, a few defense related fabs down in Santa Barbara and LA, but that's about it.
The major semiconductor manufacturing states in the US right now are Arizona, Texas, Oregon and NY. It's nice to see Ohio joining the list. Hopefully other companies will follow Intel's lead here.
