Railroad theft sounds like a federal crime, the district attorney is partly to blame if they are charging these people under state trespassing laws instead of federal railroad laws [0]
I'm no lawyer but wouldn't the Federal District Attorney need to charge them, not the City District Attorney? In other words, I don't think the City DA has the power to charge people under federal statutes, I imagine only federal DA's do.
