I'm about a quarter of the way in, and this seems a pretty transparent "this is the contrived problem where engineers are basically idiots, and assuming that's always true, here's our solution." Most engineers I know are not idiots, and discussions would stay well away from personal attacks. Additionally, while they generally can identify wider issues, they also need to solve the current issue as a "strategic" solution is much more likely to become a talking shop or a "strategic"-level solution involving the spending of lots of budget, the purchase of something useless and then blaming the engineers when it doesn't work.
