Failing to follow traffic laws usually doesn't result in you losing your licence because nobody finds out about it. An emergency override button would presumably be designed to alert law enforcement to the fact someone is driving erratically and claiming its an emergency. If it actually is an emergency you might be grateful if they turn up. If you just don't want to hail a taxi after having five pints... well you probably wouldn't press that button.
