Can someone please explain the ISP to be Tata Communications in a US city? It is an Indian company. So is it because it owns some broadband company in US?
Comcast has a link with Tata Communications that it apparently runs at a 100% capacity day in day out ... there was a story about it not too long ago.

To be clear, that is Comcast's fault because they're too cheap to buy more bandwidth.
