That's just a bold faced lie.
That twitter account is just some dude, not Tesla.
Furthermore it's not some staged ad.
It really happened. A Chinese Tesla owner was able to drive through dangerous flooded waters, happened to record it and posted it on social media.
Then someone re-tweeted it.
What exactly do you object to in that sequence of events?
More distressing is the above commenter described a nightmare scenario which went unaddressed. I guess that's your right. I wonder what you think about that part of their comment and whether it is "believable" or not. I find many aspects of messaging coming from Tesla, either the company itself or supporters, as unbelievable.

Wouldn't the logs make that pretty clear? Or were you and/or the police not able to access those for whatever reason?
