As far as I know iOS prohibits GPL v3 so that software would need re-licensing

I'd love to hear a reason for that.

I can't come up with any reason to restrict the license.

It's more so the GPLv3 prohibits iOS. Certain clauses (e.g. "anti-Tivoization") conflict with Apple agreements.
