There are some spaces where websites are already mandated to be accessible via other regulations. Like airline websites...they are mandated via the Air Carrier Accessibility Act. You could look into how that progression went to see what a broader regulation would do. Though I suppose it wouldn't give much of a view into smaller businesses.
