I wonder if this might be implemented to encourage individuals who convert cryptocurrency to fiat , to also easily pay tax at the same time.

It might be for convenience but I think it is mostly a statement from the Zug canton to confirm their commitment to crypto.

I doubt national governments will follow suit as their fiat currencies’ valuation is based on them charging their taxes in those currencies.
