The state is right to prosecute violations of the law. The issue is that deferred prosecutions shouldn't be offered to anyone, instead of as yourself and parent imply, being offered to this guy. In this case the system worked, in the others, it needs to be adjusted.
Billionaires aren't evil although money and its distribution is a social contract, and redistribution is a natural part of fiscal policy. Billionaires built their largesse by leveraging systems and facilities of the state. Without the army, the roads, the legal system, they wouldn't have gotten far, and so they are required from time to time to chip back in.
Not a virgin though, so I'm not sure how this fits into your calculus.
