I think France are trying to model of taxing ISPs and splitting the money among publishers.

I actually like that. A extra 10£/$/€ a month isn't that much and would be quite a lot for news organisations.

The issue is how to split the money. I'd want to only support investigative journalism, but that's a hard thing to define or measure...
