"And in MacBook Air, M1 is faster than the chips in 98 percent of PC laptops sold in the past year.1"
There is a subtle difference between "98 percent of laptops sold" and your rephrasing as "2% of laptops you can buy today".
If you doubt the meaning, check out the footnote which refers to "publicly available sales data". You only need sales data if sales volume is a factor in the calculation.
I also don't doubt that "every tech nerd's reaction is 'bullshit'", but only because supremely confident proclamations of universal truth that are soon proven wrong is pretty much the defining trait among that community (c. f. various proclamations that solar power is useless, CSI-style super-resolution image enhancement is "impossible" because "the information was lost", "512k should be enough...", "less space than a Nomad..", and everything Paul Graham has said, ever).
Here, these nerds should have been pointed at, for example, last year's iPad Pro. Which has no fans (only -boys) and was already at that performance level (https://www.tomsguide.com/us/new-ipad-pro-benchmarks,news-28...).
