I don't think you can institutionalize remote work. The team has to gel. I've worked with extremely efficient and motivated team, where we basically communicated through Skype and chat. We met at the office once a week. Best job I've ever had.

And I've also worked on a completely disjointed and disfunctional remote team.

Only the team can make it work, not any mandate from above.
