Last I checked, 23andMe shipped to Europe (with additional shipping fees).
I had mine done last year. You'll also need to factor in the DHL shipping fees for returning your sample (30 Pounds from the UK, over and above whatever they charged for shipping it to you)
Actually, I got mine shipped to Turkey and they also included a pre-paid shipping label to the package.
I've used them from Australia, FWIW. They shipped out the spit tubes and postage-paid Fedex bags in which to return them.
