Both won wars and ruled over hundreds of millions or even billions. They can't be brushed away, nor any of the other dictators who perpetuated all those historical horrors.

Hitler declared war on Europe and Russia because it perceived itself as stronger.
Japan declared war on USA because it believed it had a stronger navy. It did, but it awakened a Colossus.
