The "citizenship" act is about providing ease of citizenship to persecuted minorities (Christians, Hindus, Sikhs, Buddhists, Jains) in neighboring countries of India (Pakistan, Bangladesh, Afghanistan). It has nothing to do with Indian citizens and non-minority asylum seeker still go through same due process. If you change the context by replacing "India" with "USA", act will transform into giving shelter to persecuted people in Latin America.
