This makes no sense whatsoever and probably one of the worst ideas I ever read on HN.

Banning cars works very well along with pedestrian streets and public transport in Europe.

Of course, I forgot NY has no public transport.

So improve public transport and pedestrian areas. OP wants to create multilevel highways.
