As someone who had one of the bad batteries, where it swelled up to an alarming degree, I see a major difference between a generic power brick with some small possibility of a problem and a battery with a known problem.

Are those powerbanks subject to a safety recall?

On my recent flights between the USA and Australia, they specifically advised not to check any batteries at all, so in my carry-on I had 5 drone batteries, 3 powerbanks and a mid-2015 MBP.

The provided USB port couldn't charge my larger iPad, so the powerbanks were useful then.

Not much of a coincidence - that happens to be right at the limit of how much power capacity you can have and still being the device on a plane per FAA regulations.

When I flew in Europe recently they gave an announcement saying using power banks in flight is prohibited.

A lot of flights do prohibit powerbanks.

My Laptop takes 2 x 230W power supplies, lol.
