If I was a Chinese VPN user looking up things my government didn't want me to know, I'd be more worried about just being disappeared (i.e. kidnapped and tortured to death by security forces, buried in a shallow grave, and my organs sold on the black market. Then everyone pretends it didn't happen, because they all know that anyone who's too curious about what happened to this person will meet the same fate).
