It's about the rights in the Fourth as incorporated against the states by the Fourteenth, just like DUI stop cases, but the safety factors at issue in the DUI (and other traffic) stop cases that have been held to make limited stops reasonable without cause short of probable cause do not seem to apply to the case here.
