If it's fundamentally the same situation, why would NIMBYism be any different? People will still care about their neighborhoods in much the same way.

You're asserting that, but not really giving evidence for it. Do people with very long-term leases really think any differently from home owners? Why?

I don't know. I don't think this experiment has ever been done before.

They both lock in a price. A long-term lease specifies what the rent will be for the length of the lease.

That's kind of like saying that you can think of a car as a roller skate because they each have four wheels.

A lease is a contract arrived at by mutual agreement. Rent control is imposed unilaterally as a government fiat.
