I like this! More and more, I think about making my CSS sheets element only and moving more complex "component" styles into JavaScript. This makes me attempt to find semantic HTML representations of components before coming up with new styles and entering append-only CSS prison. So something like this would work great for me (even for more dynamic sites, really!).
