I love the design of the comments section. Is this a common wordpress theme on handrolled?

It's handrolled. Matt's themes are designed by Nicolò Volpato: http://ma.tt/2010/06/new-summer-design/

After each redesign, he releases his previous theme in the wordpress.org themes directory: http://ma.tt/themes/
