eye-popping talk about WIFI4EU which shows that this program is essentially a EU sponsored backdoor aimed to track citizens movements across member states through its captive portal. It's targeted at enterprises across EU that allows them to offer WIFI to their users (e.g. smart-cities, coffee-shops, public spaces etc).
