They wouldn't be using the term innovation if the solution was obvious... Within the options you laid out, perhaps advances in mesh networking working in combination with licensing non-public spectrum would cut it. Certainly Amazon, Google, Facebook and Apple have the resources to make something else work if the current ISP's get massively out of line.
