That description is perfectly consistent with the behavior of the prosecutors here; under Swedish law, depending on the exact details, such behaviour might be interpreted as rape, molestation, or just someone being an asshat. After digging into the details, the prosecutors seem to have gone from the rape end of the scale to the asshat end, and that's not a valid cause for arrest.
