Any sufficiently complicated C or Fortran program contains an ad-hoc, informally-specified, bug-ridden, slow implementation of half of Common Lisp.

I think GP is referring to a slew of current trending languages which are partly functional and have lisp-style macros.

This quote assumes that the creators of Rust didn't know about Lisp.
