And maybe this isn't some grand liberal conspiracy because it's something that the entire planet and most Americans believe is a huge problem and maybe some intelligent governors see a chance to both act nobly for the common good and promote their energy economies -- two things pretty much everyone seems to agree the Paris Climate Agreement would do.
