I get why that road is signalled. It intersects right in the middle of another signalled intersection.
But in my neck of the woods we'd probably show a green right arrow when intersecting traffic from the left is stopped at a red light.

But a Green arrow means you can proceed in the direction of the arrow and you have right of way with no other intersecting traffic.

If you aren't used to it you need to be careful though, as often the street you are turning into is green for pedestrians to cross - so you need to give way. Usually you can use this lane if you are going straight, so it's somewhat courteous to go over one lane and not to block it.
