I've kept saying this to everyone who supports closing/limiting H1B (or other immigration forms): if companies cannot hire here (at a reasonable price), they will hire there. Moving an IT department is easier than ever. Startups are now doing it too - I know many having a R&D location in India, China, East Europe. All these new policies against immigration will accelerate the process of "hiring there".
