To be fair, the symlink functionality is present in NTFS since XP (though MS never provided a tool to make use of them) and there is a filter driver (Open Source, both 32 bit and 64 bit) by Masatoshi Kimura, see here (search on the page for "driver"):

that provides symlinks on XP and possibly Server 2003 (additionally without any issues with UAC, which is simply not there).
