It is, but I don't see why it can't have a different meaning for people on a different technical/theoretical area.

Dark fibre I think is used simply to refer to fibre that's not being used at a given time. So I guess it can mean different things.

Or fibre that isnt on maps because it belongs to the government. At this point it has so many different meanings what is one more /s
