"..actively being targeted.." is a red herring. Active, or in response, we need to look at the effect. Black on black crime is bad, and is a crime, and should be punished accordingly. Police killing someone has a much more difficult time of being convicted as a crime. In theory, punishment would be a deterrent, but giving someone a license to kill is a much different level of fear.
The problem is that with the above the "Black Lives Matter" not "All Lives Matter" is that it leaves an unmentioned part ... "Black Lives Matter, because White People Are Doing X (whatever X is that month".
If black lives matters would have stuck to being a police revision group, most of the country could have got on board.
As it stands, they are an anti-white hate-group, with not specific agenda other than "Whitey Sucks!"
